Summary0010434: allow localized decimal seperator
Description

The current implementation of custom fields does not allow different decimal separators for floating point numbers. In Germany and other European countries, the decimal separator is a comma (,).

Mantis should take that into account and replace ',' with '.' before validating and saving values. That's at least the easiest way I can currently think of.
